Question about HP P1100 21" CRT Monitor
It sounds like the power supply board on the monitor may be faulty (that or the backlight).
You could test it on another computer to see if does the same thing (or another monitor on your computer).
If the same problem occurs on this LCD you'll either need to get it repaired under warranty, or pay for it to be repaired. Or just throw it out.

I have repaired an HP 1702 monitor that had similar symptoms by replacing the capacitors on the power supply board but you have to have some electronic knowledge and do some soldering if you can buy the replacement capacitors($10+/-) from a supply store. They (at least 1) will be swollen up on the ends and may have a tar-like substance leaking from them. It is best to replace them all (may be 4 depending on the model).

it sounds like your monitor's Capacitors have gone bad. This is very common. It is repairable, but the caps have to be removed and new ones resoldered on.
If you have soldering skills, not too tough of a job. If not, a shop will usually charge around $100 or so. You will have to weigh the cost vs a new monitor on this one.

you can try to change the screen resolution with a spare monitor to a different setting, usually higher 1024X768, then unplug the old monitor and then plug in the flat screen. try different resolutions untill it submits. if you cant get it to run on your machine, take it to another computer and see if you can get it to run on that. if it wont run on either then you have a problem with the monitor. pawn shops usually have flatscreens for way cheaper than new..
