aspx files are ASP.NET files. Windows will sometimes be able to open them on it's own if it has the proper software installed, but I don't recall which software that is. You can use an online file converter to change it to an easier to open format though if you wish. Take great care in opening them though, especially if you're randomly getting them through e-mails because they could contain malware like viruses/spyware/adware.
