I'm assuming you have a 4 wheel drive. If that is the case then yes cause when your in two wheel drive mode the front is in neutral
With independent frond 4 weel drive differentials it would be normal for the axles to spin freely while not moving any of the front wheels when the transfer case is not engaged. This is most likely because either the hubs are not locked or the transfer case is in neutral. This is a good thing if your transfer case is in 2 wheel drive. With automatic hubs there can be a release of the wheel hubs as well as no drive engaged from the transfer case. Older vehicles have manual hub lockers on the wheel itself. Whith manual hubs the axle can move the wheel or vise versa when the transfer case is not engaged. Just make sure that both front hubs are locked or unlocked ate the same time or major problems can occur.
