Problem for Toshiba SD-V392 DVD Player / VCR Combo

Setting up and existing SD-V392 for a disabled

Setting up and existing SD-V392 for a disabled person, replacing the analog TV. Connected to rabbit ears over the air digital signal through a converter box to analog per government mandate. Cannot figure how to record over the air through the digital to analog converter box.
HD TV works fine daisy chained thru the converter box to DVD to HD TV, if on or off.
Cannot take control of HD TV thru the SD-392 Combo.
What should the on screen menu setting be? Or is there something that needs to be configured in the converter box?
Do not remember the converter box Mfgr.
