I have a 19 INCH LCD SAMSUNG MONITOR THAT FLICKERS/FLASHES CONSTANTLY>? IIT SEEM WORSE IN YAHOO EMAIL , IF I MOVE THE CURSOR IN YAHOOEMAIL OR TECH SITES IT FLICKERS FASTER. iT`S THE SYNC MASTER 920NWMODEL>?

You could have an inverter board problem or a faulty CCFL lamp. The inverter supplies high voltage to the CCFL lamp which provides the back-lighting.
