I just resolved this problem on a Sears Kenmore 417-811 42000. The issue turned out to be in the power feeder block - item 52 in the diagram you can see at http://www3.sears.com/Paul/Leadimage.asp?productTypeID=0151200&brandID=0582&modelDesc=DRYER&modelNumber=41781142000&documentID=P0102216&documentTypeID=PLDM&documentClassCode=PM&titleType=DRUM&titleID=00001
This is a very easy fix - you just have to remove two retaining bolts to release the stress- reliever (11 in the diagram), the earth bridge to the chassis, and then release the three screws that hold the cables in position.
One of the positive feeds had come loose and had been shorting until eventually the cable melted. Earth and the other positive feed were fine. I replaced the entire cable with a slightly longer cable from Home Depot (10 gauge 30 amp 6ft Dryer Replacement cord 3 wire) for around $14. This cable comes supplied with a slighly different stress reliever from the original, but it works fine. Or you could use the original stress reliever if it is in good condition.
I found that the captive nut for one of the retaining screws has become corroded as a result of the arcing that caused the damage, so I replaced all of the captive nuts and screws (Home Depot parts 30699 85398 and 30699 68688) - this is simple if you carefully bend the retaining tab up with a pair of needle-nose pliers, drop the new nut in place and bend the tab back down.

Check for power promblem 220 not getting to drier reset the breaker it will run on 110 but not heat fools people check out let and power cord at terminal block if cord is burned in two just means it was loose when installed no drier falt just replace cork terminal block or both
