(im assuming this is the game The legend of Zelda: Phantom Hourglass on your Nintendo DS console as thats what i gathered from your problem, but as you haven't provided that information im not definite.)
Try moving your microphone in varying distances from your mouth for best reception, try different volumes in your voice pitch.
I think i know what part you are up to in that game as i have it too, and you have to speak loudly to get the cheapest price for a ship part, or it may be when you have to speak to someone across a wall. what i did was actually blow into the mic not shout and it worked very well. The mic propably registers wind speed, it may not need to actually hear a "HELLO".
