You may need to turn n the Bue Tooth and pair the devices together. The manual that came with the device should give you some pointers

How to get connect and calculator buttons to work on the top of keyboard

The ONLY place I've found the correct drivers of the "Easy Access Keys" on the Model KB-0133 Compaq/HP keyboard which was made for Windows 98SE, is over at this site. I WARN YOU STRONGLY TO WATCH WHAT YOU AGREE TO ON INSTALL! After that, it will install the HP SP22XXXX service package with the drivers. The options afterward are in the control panel under... you guessed it, "Easy Access Keys"

Unable to activate Windows -- Keyboard will not work

activation will not interfere with anything to do with driver installation, especially as you have 30 days to activate, it's probably something to do with the driver as windows may have installed a generic driver within XP and is not compatable. If you cant get the disc to run, uninstal the keyboard through device manger and then when it reinstalls at the reboot manulally install the driver if you can pointing it to your cdrom disc. If you are able connect a usb mouse for the installation of the driver, but you should get an internet connection as it simply updates the product number, but its unuasual you need to reactivate if you only reinstalled as you have changed no hardware.

Connection problem

Have you considered software running in the background on your computer? Usually firewall/anti-virus software can block the connection. If you are running any Norton or McAfee products, it is likely the cause. Try disabling them, or boot into safe mode with networking support and see if the PDA responds from here. Safe mode loads a minimal set of drivers and no startup programs. Goodluck!

Reinstallation of app onto iPAQ upon hard reset

In activesync under Tools/Add REmove programs you can check the box and click "ok" that will install the program. For the most part it's best to do it one program at a time. Obviously your PDA should be cradled or this. Most programs will re-install fine this way. Some programs though do require you to re-install from the installtion program directly since active sync doesn't pick up some important parts of the program. The two programs I have that require the special install are: CLC Journal since it has an outlook component and sets up a sync for the Outlook Journal. The Stowaway Keyboard driver since it had to ask me what language (the new driver doesn't do this...) The other 30 odd programs I have install straight from active sync.
