try saturating left over paper with shredder oil and let sit for 4-5 hours or more this should soften paper enough to remove easier although it may be a little messy
if you have got the top off, with the mains lead unplugged, gently rotate the cooling fan blade on the end of the motor, whilst looking at the shredder blades. you should see the blades moving very slowly. make sure the blades are rotating upwards, to clear the jam.

Shredded paper is jamming up in the works, matting together and not falling into the receptacle. I pull it out but wonder if there is something to prevent that.
