GE cordless phone: light stuck on, won't charge.

GE Cordless Phone Model #28021EE1-B. I've had it for years and it worked perfectly. Now, when the Bass Unit is plugged in, the Charge/In Use red light remains on even when the handset is not on it. Furthermore, the phone will not charge. I tried replacing the battery with no results. Please help.
