This website has the service manual ($7.79) with instructions to diagnose the boards. Unfortunately I am afraid that the problem is not a board but the panel itself.
Thin vertical lines in the middle of the picture mean that the panel is gone. Here an example of lines from bad panel in Toshiba LCD:

discussion: Avsforum). Sometimes the lines can be dark or in bright color.
The panel costs $339
(LCD PANEL ASSY). Because of the price of the panel, the TV is not worth repairing unless under warranty.
Even if the TV is out of warranty call Toshiba and report the problem. As you can see in AVSforum page above the problem is affecting many users.
If Toshiba doesn't offer special conditions on repair (or discount on new), the TV is not worth repairing. Replacement of the digital board will hardly be a solution.
Only if you have wide bands, scrambled or flickering, then the problem is digital board (main board) or panel.If you have the thin pixel lines, then the panel is gone.
I was able to get sound and a faint picture but still have the screen problem and it still shuts off
the circuit board was not damaged that i can see, no cracks, nothing torn off and so far I don't see any scorching on any components.
