You can connect your phone to your PC as often as you like, but make sure it has finished doing its busines first.
It also wise to shut down the software on the PC before disconnecting the phone.

My nokia n70 frequently restarts and the battery lasts not more than 10 hours.

Hi!... Try to reformat or reflashing the phone. An updated software is available at their site and the instruction on how to format. And with your battery problem, if you are using voice calls frequently it 10 hours is normal or if not, if your battery is already 1 1/2 to 2 years try to replace with new.

I can't tranfer files from my N70 to my pc

Nokia PC Suite does give problems if you delete files, because some files are shared between applications.
The solution, if you haven't deleted anything from your PC.
Disconnect your USB cable.
Start Nokia PC Suite.
Check your version of PC Suite, it should be 6.85.14.1 (or the latest) if it's not, download it from Nokia (where you are, Philippines!)
Click Help/About Nokia PC Suite, at the top of the PC Suite window to see the version.
Then click next to Help, Settings/Manage connections.
Click on both bottom check boxes, USB and Serial.
Click Configure/OK.

Then do a Synchronise.
Click Select phone, and follow the instructions from there. Connect the cable to the USB when prompted and the phone to the cable.
After you've done all that, restart your PC.
Connect your phone to the PC, wait until the icon on the PC turns green, click on the icon to open Nokia PC Suite.

Transferring images from N70 to my PC

its easy no need to install the CD just transfer all the image to your memory card, then connect the cable to your phone to PC, then your phone will ask a connection just choose data or file transfer
then it will automatically detects your memory card as a removable drive. then you can now browse your memory card to download or upload images or any file just drag and drop.

but if you still want the installer on your CD
just click here to download the file. ok!
