Water valve is the only thing I can think of with the water level switch already being replaced. The water valve must not be cutting off completely, allowing water to continue flowing. They get trash in them and the diaphragm get weak.

Is the sump tray full of water? or is it not filling up fast enough? Water level sensor lets control board it needs water or its full of water. If machine is not getting enough water or slow filling then check the water filter, if water is flowing good through filter good then pull water line off of the water inlet valve to make sure there is no trash blocking water at inlet. If not then make sure the water solenoid is getting power call from board to solenoid, if getting 115v to coil and slow to no water to sump then replace valve, if no power to valve then replace board.

This is a failure of the inlet valve if the water flows all the time but if the water flows uncontrolled only when the machine is put on start then it is the failure of the WATER LEVEL SENSOR which is normally a pressure switch.
When the level of water reaches the set level then the pressure of the water will switch on the switch to contact and so give message to the controller to SHUT down the inlet valve.

If it stops when you unplug the washer - problem is likely in the water level switch or silicone tubing coming to it. Simpsom Washing Machine

First see that the exit hose behind the machine is at the correct height, before coming down into the wall standpipe or your sink. Your machine pump pumps water over this height, about 2.75 feet above ground level. Possible there is a water level height marked behind your machine.

If water flows out when machine is off, possible your inlet valve at top of machine is defective...............can be replaced easily.
