Always check the batteries first but if is it still giving the same fault, your camera is faulty. It should be taken to an authorized repair centre for a repair estimate. Very few digital cameras have any user-serviceable parts. Anything is fixable but it is more "is it cost effective"

As we can see from your description of your problem. The issue is related to misalignment of the lens. As the lens is stuck it will not come in and out smoothly. And also as you have said the camera lens is broken. Hence, the best place would be go to the authorized Cannon service station. they will changer you a little bit higher than the other(road side) service station. But it will be done by the hands of experts.
Hence please take it to Cannon Service station only. They will fix it up perfectly.

Looks like the lens is "out of alignment". Canon charges heftily for this repair. However if the lens is not broken then many people have got it working through systematic bashing. Click here to view the thread
Remove battery for a minute or two then reinsert and try If the problem persists recharge the battery fully Then try if it still persists then there is a possible fault and you should return it to the vendor if under warrantyot contact Canon if out of warranty Be warned if out of warranty your likely looking buying a new camera
sir this problem is most common one .but it needs to be done by
sophisticated tools and well trained technicians.
here whole lens system has been damaged.
if lens(inner glass) is broken then it must be sent to authorised service centre.
