Hi there, this is because the actual laser needs replacing, not the disc spinner motor. With the PS3 the laser reads the disc data type, whether it be a DVD, game , audio cd or blu ray movie. It then spins the disc up to the required read speed. When the laser is faulty is cannot read the disc type so will not spin at all.
This is a very common problem with the PS3 and is caused by a problem with the laser on the Bluray drive which is malfunctioning and can no longer read the game disk properly.
The PS3 uses a dual laser system. This consists of either a dual refractor type lens or two entirely seperate lenses depending on which pickup is fitted to your particular system. One laser is for reading ordinary DVD disks and PS2 disks and the other for Bluray and PS3 games.
The symptoms you describe are quite typical of a failure of one these lasers i.e the Bluray laser is failing.

The following types of discs can be played
Blue Ray Disc - Playstation No 3 format BD-ROM, BD ROM,BD-R, BD-RE
DVD - DVD-ROM, DVD+R/RW, DVD-R/RW, AVCHD, DSD disc
CD - Playstation format CD-ROM,CD-DA (Audio CD), CD-R/RW
Also Check the regional code on the disc which should be compatible with the regional codes which can be played by the PS3
You've done everything I would have done honestly. Take a can of air and blow it into the drive to make sure dirt or dust isn't on the laser which could affect if it sees discs or not.
The better thing to try if you are good at opening up your ps3 and then removing your drive and opening that is to take a damp q-tip with a bit of glass cleaner and clean your laser in the drive gently. Then put the drive back together and hook the cables back up to the ps3. You can leave the cover to the ps3 off for this step. Turn on the ps3 and try different blu-ray, dvd's, music cd's, game discs, etc. If it still doesn't read any of them then either the laser or the drive i bad. If it reads some discs and not others then its a weak laser and the laser would need to be replaced.
If you have to replace the laser or the drive, you can do a search on Ebay and usually find them fairly cheap.

man i too have a proble mm mine ps3 stopped reading ps3 disc but it reads only ps2 and other disc. but wont read ps3.. disc i tried getting a new one but it didnt work
Touch the eject button on the PLAYSTATION 3 system front for 10 seconds or longer to force the disc to eject. After removing and before reinserting a disc into the PLAYSTATION 3, turn off the system, and then turn on the system again to resume use.
