have you tried getting it into an approved AA program. It takes awhile and is a life long struggle but it helped my uncle a great deal.

on a seripous note make sure all the wheels move free and unrestricted. If one wheel wont move its kinda like you only being able to move one leg and the other being fixed. you would only go in circles also.
