I had this exact problem. I called Casio and they said that they expected problems with the battery in this camera and they they would overnight a replacement to me with no charge to me.

i have only used my camera a few times and its not charging.i dont no if it needs a new battery or charger .when i put the charger on it just flashes red.can you help

This is usually because the battery is faulty and needs to be replaced. Just to be sure, turn off the charger and then back on again. Put the battery back on charge to see if the error is repeated. If so you will need to obtain a replacement battery. Unfortunately, this does happen with a fair number of rechargeable NiMh and Lion batteries and many are no where near there expected lifecycle of 1000 recahrges.
