Does it beep??
try following:
remove all hardware (RAM, Videocard, disconnect all drives and add-on-cards if possible)
if they PC does not beep when you start up you have either a faulty Mainboard or a defective CPU.
if it beeps put in the RAM first. If you hear different beep you know your RAM is ok. then plug in your videocard. if PC does not start you have a faulty videocard --> replace it.
if you see sth on screen you know so far everything is alright. now plug in the other hardware one piece at a time. BUT REMEBER: always shut off the PC while doing that. better: pull the powerplug....

Thought it was the western digital harddrive, bought a new harddrive and the problem is the same. The computer when running gets very loud. Now I am wondering if the problem is actually the power supply....

Your P.C. may need cleaning inside, Dust may of gathered in Fans, HeatSink, etc. When you connect things to your P.C. normally extra power is needed from help run the process. Hence why your P.C. gets more noisier and things get hotter needing the fans to cool them. Or your Power Supply Unit (PSU) replacing for more Watts.

Screen does not turn on but green light is on.

Green light indicates the monitor is getting power. Nothing coming up on the screen indicates, No Signal.

No signal from the computer. This means the computer itself isn't working.

A bad power supply in the computer can cause this. A bad power supply is the leading cause of desktop computer failure. It is replaceable, and can be done by the owner relatively easy.

You may have a computer tower that the Power light comes on, you hear fan/s spinning, (Including the Power Supply fan), and it sounds like the harddrive is running.

ALL the lights in your computer use less than 1 Watt.
EACH fan uses 2 to 3 Watts.
A harddrive sitting there spinning in an endless loop, consumes about 2 to 3 Watts.

A Processor uses 51 to 125 Watts. Depends on what Processor it is.

A weak Power Supply will have enough power for lights, fans, and that harddrive sitting there spinning.
It won't have enough power to turn on the Processor.

[No processor operating, then the harddrive sits there spinning in an endless loop, because there is no processor to find the boot sector]

For a test, connect your monitor to a know good computer. See if it works.
Now connect that other monitor to your computer.

sounds like your video card or on board video is out....checking the monitor connection on a laptop is one of the first items the system checks for, and if it's out, then you wont get anything, the other problem it has the same tsymtoms your describing is the hard drive is out, and if it is, the only thing that works is the power to the fan, all other intelligence of the puter is not there, if you have another harddrive, exchange them out and see what you get, or ask a friend to use his, you just need to make sure it's the harddrive or the monitor, you'll get an answer oneway or the other, another thing you can do, smell the harddrive and check for even the slightest smell of burt hardware, then smell the internal area of laptop,or the video card, if the smell is there you'll know,it's very distinctive, there's no missin it.......hope this helps hun....shia

With destop wont turn on

Robert was right make sure your computer is unplug from the power strip. now check the power supply cable to the mother board, then check the power cable to the harddrive, and then the DVD.once you put the power cable back into the computer you should get the power supply fan should come on, and the cpu fan should come on.

Next once you hit the on/off switch and green light should come on.

Computer powers off while booting, green light stays on!

1. check the cpu fan is properly working with normal speed..

2. go to bios setup and restore all settings to default.

3. if windows start and problem comes after some time , then it might be virus. so, go for a virus scan.
