Question about Black & Decker CTO649 Toaster Oven with Convection Cooking

Top element not heating

I have this toaster oven and love it. Today i went to use it to make toast and it only toasted the bottom. I tried to broil and the upper element doesn't heat up. I've only had it about 9 months, can I fix it or what?

    checked the top elements...continuity and resistance is OK, but they do not heat up. Has to be a minor defect with some relay points. I do not have a schematic to trouble shoot. Any ideas?

    Same problem as others, top element will no longer work on any position.

    this solved my problem but it was really hard taking off the side pannel..... also the wire just needs to be touching the metal peice on the upper front (should be obvious) I did not have ot deal with the resistor/spring in the tube.

I found that the heating element in the top front was burned off at the end. I removed the side cover and the ceramic insulator from the broken end. I then grabbed the broken end of the spring inside the glass tube and stretched it to where I could re-attach it to the connector. It now works after getting it back together.
If you attempt this repair, UNPLUG THE OVEN FIRST!
There is also a security screw at the bottom of the side cover.

If both the top and bottom elements are working then you may need to re-position the rack closer to the top element for even toasting. If there is only one rack position available then you may need to flip the bread and toast it twice.

Black & Decker Toaster Oven - elements cycle on and off, which makes for a SLOW cook.


Oven has three modes: 1) oven mode cycles elements on and off to maintain a specific temp setting for up to 60 min. 2) toast should keep all elements on for a few min. 3) broil mode top elements only always on, up to 60 min. Make sure you have dials in correct position and use the toast timer.

This toaster no longer toasts food evenly, it takes twice as long, it appears that the broiling coil element may not be heating...Can these elements be replaced?


the elements can be replace, BUT, it is just not cost effective. you can buy a new toaster for less the the cost of repair.

YES YOU ARE your trying to bake something in a toaster oven :) toaster ovens have two modes toast /bake in this mode top and bottom elements get hot .and broil in this mode only the top elements get hot . the problem is the marketing the word OVEN makes you think of a normal oven that the bottom elements do all the work . toaster ovens work well melting stuff and toasting . thats about it . if you must bake in it try placeing a sheet of foil on top of your baked goods it might insulate the top of you food . good luck ... if this answer helped please rate it a 3 or 4 stars , this high rateing will help keep me in the paid answer department , thank you

Toaster does not work!!!


I investigated further (took it apart again to satisfy my curiosity) and it appears that one of the top heating elements (the front one) is open (burnt out). I cannot see an easy way to replace it (contacts are spot welded) and I can't find a place to buy the element. If I could it probably won't be worth it since a new oven costs $25 at Target (B&D TR0490W). Too bad since the oven looks like new. I assume the upper elements burn out more frequently because heat rises from the lower elements and adds extra heat at the top.
