Hello, All of a sudden my kitchen ceiling lights

Hello, All of a sudden my kitchen ceiling lights are acting flakey...here is the problem. There are two ceiling fixtures, both of them were controlled by two separate on/off switches on opposite ends of the room...Now, one is a flouresent tube light (I think) in the kitchen, the other is a chandelier which takes standard bulbs. Now, the thing is flaking out...The switches don't work, or if I get the thing to work, a single switch will turn ON one of the lights (chandelier) , and when I flick the switch to the other position, it turns OFF the chandelier, and then turns ON the kitchen fixture. It was working fine and all of sudden is flaking out....What is the issue? Do I need to call an electrican or replace some tubes?PS This is Not a ceiling fan, could not find a category for my problem.
