Having an amber light it means that your laptop doesn't provide enough power either using a battery and power adapter. This is one of a cause having faulty device or hardware of your laptop like optical drive(cd/dvd drive), hard drive and motherboard. To know where the issue come from have to isolate the issue. First, remove all FRU's like hard drive, optical drive and memories ( at the bottom of the laptop). Then try to turn on the computer using either the battery first or the power adapter. Try to observe if there is any changes of doing these kind of steps.
If there would be changes then try to install first the memory/ies and hard drive. Then if still positive reconnect the optical drive (cd/dvd drive).
If things no positive changes having an amber light that is blinking, then have to call DELL technical support for assistance that you've done doing a troubleshooting and still don't have any positive response. The good thing if your laptop still under warranty then they can replace the motherboard. If not then you will have to purchase from them and let them install for free, with an onsite techinician to come over into your place.

1. remove all external peripherals (usb, internet, ext mouse and keyboard)
2. remove the battery
3. connect ac adapter alone and check if still the same
4. reseat the memory and check if still the same
