hi i have a dell dc550 motherboard and want to put a 1 TB hard drive on it can I ?? The computer is a optiplex 170L

Yes you can. If you are adding a second hard drive, don't forget that you will need to purchase an additional SATA cable.
If you are replacing your current hard drive, you shouldn't need any additional cables.
Download the hard disk drive's manufactures tools software to setup your SATA drive. Make sure the bios see's your 1TB drive listed. If it is going to run your operating system check the Boot section in your bios & make sure it is listed in the boot order.
