My Samsung Rant was dropped in a sink of water for about 6 seconds two weeks ago. It has completely dried out, but when turned on, it flashes the word Samsung over and over again but wont stay on continuously. Can it be repaired?

Even if you dried it properly (burying it in a bowl of dry rice for a week before even trying to turn it on), salt water is very corrosive and continues to do damage for weeks and months. It also dries to a salty film on the lens elements. Dropping a camera into salt water is usually a death sentence for a camera. Even if you could find someone willing to repair it, the cost would be astronomical since everything except the case would have to be replaced.
disassemble it as much as you can. leave it in a dry warm environment for about a week to dry out. put it back together in about a week. charge up the battery and power it up. cross your fingers it may work.
You may have caused a short in the device. Basically once your cellphone is exposed to water, the best solution would be to IMMEDIATELY remove the battery, and place the device in a bowl of rice. The rice serves to absorb the moisture, and within a day, should restore your phone :D.
It doesn't hurt to take it apart and dry it by hand though, but by trying to use a non-dry phone you may have to get a new one.
water might have entered inside your phone and so you have to contact near by sony ericcson repair shop because droplets of water might have damaged board so you need proper cleaning
