The unit's "switch-mode-power-supply" is in what is known as "SHUTDOWN" mode because it has detected a FAULT with itself or the "cold-cathode-fluorescent-lamp's" electronic ballast circuit which is called the INVERTER circuit which changes 12-15volts DC to 800-1200volts AC to light-up it's CCFL's to produce WHITE LIGHT so you can see all the pretty colors on the LCD panel!!! Do this test!! With KNOWN GOOD pc fully booted to WIN-desktop, reconnect l1706 to pc and wall outlet. Then and only then turn on the l1706. Make note of how long it takes to go to BLACK or BLANK screen. After screen shuts down then hold a bright flashlight 1" from the screen at different angles, looking very closely to see if the desktop is still being displayed very faintly even though the screen appears to be BLACK! Tell me what you see or don't see! If you don't see the desktop then SMPS is in total shutdown. If you see the desktop the SMPS is in partial shutdown but is still able to source +5 or +3.3v dc to the VGA/LCD interface board to send information to the LCD panel. You have just performed THE FLASHLIGHT TEST that every owner of a CCFL backlit LCD display should know how to do! Now here are your options as a CONSUMER / USER of a LCD display whoose screen is now dark and lifeless. 1. Trade it in for a NEW one. $$$$ 2. Swap-out unit for manufacturer refurbished unit. Cash +old unit. $$$ 3. Repair/refurb unit locally at TV/monitor shop. $$$ 4. Effect a repair on your own with info acquired via web. $ or poss $$ If 4 is of interest then get back to me.
