Your computer shuts down slowly because there are a lot of services that run in the background that have to close before the computer shuts down.

Another reason that it will be slow is because of some programs that stay in residence have to close too.

Running defrag and scandisk will sometimes speed up startup and shutdown.

Your fan is following the heat pattern of the CPU. As your computer does more stuff, like runs more applications, it has to work harder to make everything go. This creates heat that needs to be cooled by the fan. The fan usually has 2 settings, low, and high. When the CPU reaches a certain temperature the fan will switch into high gear to help cool it down.

I have dell optiplex gx280 computer.i am facing problem of CPU high fan speed when i turn on the goes to full noise like a jet fighter and nothing get appeared on the screen and fan continuously gone...

dells usually go full blast on power up then slow down to normal,sounds like fan is not responding to slow down signal i would try replacing fan, its got to be a dell fan

It was just this morning when I tried to turn my pc on.. unfortunately it did not. ! when i press the power button on cpu it turns on for a few second like one or two but immediately after it drops the...

Try replacing the power supply - I had a similar problem that was fixed that way. If that doesn't work, it's probably the motherboard itself. The CPU is also possible - have you overclocked it or otherwise cooked it? Is the CPU cooler/fan blocked with fluff, or has the fan been slow (or stopped) - noisy fan is a sign of bearing stiffness/partial seizure which slows the fan and lets the CPU get too hot. If the CPU is fried, you get the symptoms you describe (MB won't start the PS)

Sounds Like you have bumped your Thermal sensor wire for the CPU loose, Look at the CPU and See if the thermal disk is inserted into the heat sink and the processor chip, If it is not touching the CPU it will power down by default. Also check the fan wires on the CPU make sure it is plugged in tightly also look to see if the fan turns on the CPU cooling fan, if it turns slow or not at all then you have a fan that is worn out for your CPU. Not looking up your model of computer I would do this first. since it is a 400/DDR333 tells me it's an older model. Hope this helps and if you need more help just post a comment to this post. try another site, like youtube, if you can stream a video, the gmail server may be overloaded... not your fault...
but if your computer is slowing, you may not be able to access since the computer needs a certain amount of system resources to run the email application inside of the internet browser, try ctrl+alt+del and press CPU, then system idle process should be using 99 cpu, if its not at 95, 96, 97, 98, 99, then find out whats using your system resources...
close apps like itunes
msn messenger,
those idle in the background...
if not, you could have a software conflict.

System performance decreases for a few seconds, gets back normal

check if cpu fan is clean and thermopaste is ok then you got a damaged motherboard

Your computer is telling you there is a problem with either the memory or the interface between the motherboard and the memory. There is a utility you can use called memtest. I would run that and see if you get errors. Often it is easier to simply try a different piece of memory in the slot, because even if you detect errors it could be due to the interface and not the memory itself.

But the first thing you should try is power off the computer, remove the cover, blow all the dust from inside the case, remove the memory and blow all dust from the memory sticks and slots, then put it back together and try again. This is free and solves the problem about 20% of the time.
