TV 2 will not aquire

you can test the coil network, but not the capacitor, because of the frequency and how high it is a meter will only show if a coil has continuity

The problem is none of these. Run a check switch test or have dish network push a test through the satelite. I had this problem once and the switches tested good but the combiner was bad and had to be replaced. There are 2, 2 wire switches near the dish and they should go into a 4 wire combiner which splits into 2 to 4 wires depending on how many sets or controllers you have. Another solution could be distance related. I don't remember the actual limit but if you ahve exceeded teh distance from the receiver or at the max distance you can sometimes get this. I would call Dish and have them trouble shoot throught eh dish and isolate the problem.
