I've got an Alcatel bluetooth device and a Motorola V197 phone. I am trying to get the phone to recognize the device using Settings>Connection>Bluetooth Link>Handsfree>Look for Device and all I get is "No Devices Found". I have tried charging my Alcatel earpiece throught he USB cable provided to plug into the back of my laptop. What am I doing wrong? what do I need to do?

When the phone is searching for your device, try holding down the power button on the bluetooth device until it flashes or beams a steady color light. This is how the Motorola devices work and is probably true for Alcatel as well.

Sometimes pairing is hard but your phone especially Bluetooth device to your phone cell phone to not recognize your Bluetooth device may not pay very well with some phones I recommend a universal Bluetooth earpiece has high capacity to go with any model carry your phone1 only get you one or two
Did you mean Network unlock? If it is so,then you can unlock your Motorola V197 phone using unlock code from the site ProUnlocking.com here you need to specify your country,Network name to which it is locked,IMEI number of your phone.Then they deliver unlock code to you through mail with unlocking instructions.By using this you can unlock your phone easily.
In order to make other devices see your motorola mobile phone, you should enable "discovery mode", which is activated in Bluetooth menu of your phone.
Please be aware that this feature is turning on only for 3 minutes, then new devices won't be able to find your cell phone. If 3 minutes is not enough, you can activate this feature again (and again).
This procedure is only required for initial pairing, there is no need to perform this operation every time.

of your headset. Hold it until the blue status starts to flash. To turn the
H350 off, simply hold the talk button until the headset turns off. Pair your
headset with your cell phone by entering into your cell phone's bluetooth
menu--Menu > Settings > Connection > Bluetooth Link > Setup (see
Resources below). Put your
Motorola H350 into pairing mode by holding the "Talk" with the device
turned off. Hold the button until the status light on the side of your headset
begins to flash, and turns back into a solid blue. Back in
your phone's bluetooth menu, choose the option to "Search/Discover"
bluetooth devices. And when your phone recognizes your H350, select the headset
and enter "0000" as the passcode.
Read the manual its in there the factory setting for most is 0000 if you reset it and forgot it try disabling bluetooth on your phone the enable it ...be sure to remove the bluetooth from the recognized list too

Back to the phone, you want to hit "add new device". On certain models of phone you additionally have to select "search for devices". Your phone will recognize any headsets in pairing mode. When it is finished scanning, allow the phone to add your headset. It will ask you for the device pin code. This pin code will be 0000.
