Jumbo remote control

From the time I put in the batteries the red light went on and it won't blink or shut off unless I take out the batteries. I have followed the steps in the manual to no avail--nothing sets up and have tried it on all my electronics. Is this unit a lemon or is there a quick fix that I am not aware of? Thanks for any help--very frustrating.
