Mindreader was correct to sugest the clutch. also check the needle bearing on the clutch casing where it runs on the crank shaft. the sprocket should be able to turn without turning the crank shaft. If it is tight, change the bearing
The centrifical clutch is probably rusted (or has a broken spring). You can try a small amount of WD-40 inside the clutch to see it that will break it loose.
Also, be sure that the chain tension adjustment is not too tight!!
