I have just got a new kingston 4gb datatraveler how do i download my files of my laptop to it please

Insert it into a USB port and use it like another drive on your PC/laptop. It will show as another drive in My Computers.

How do i format the kingston datatraveler 310 256 gb to ntfs file system

Hello insert the drive in the usb port.

When you see the drive in the control panel, right click on it and choose format.

Select NTFS in the selection box, and mark quick format and click start.

This could take a while.

You just have to save ALL the previous saved files, before you format, because the files will be lost, when the the drive is formatet.

My ped drive kingston datatraveller 4gb doesnot work in win98

I think you will find that the card works fine but your computer doesnt recognise the card reader properly. Windows 98 does not properly recognise most usb devices but Windows 98SE does although I am not sure if it will recognise usb2 properly.
