You may be right on this. However, it may be caused by other issues, not only the defrost system.
It may be:
* Defrost timer broken
* Freezer fan broken
* Air entering into the freezer.
* A leak in the sealed system.
As only a technician can determine the exact source of the problem, it's a good idea to find how much is a new fridge and how much the repairs will cost.

now verify,
take off the back wall and defrost as much of the ice as you can, if you can let it defrost
other wise a hair dryer works well here
your looking for a button looking thing on the coil
two wires comming out of it
i think whirlpool uses pink and white or brown and white
any way inspect that for damge, that is your defrost terminator.
if that looks ok
ohm out you heater
it is usually one of those two things
now verify,
