You probably and lets hope so, have an Electro Static Charge Buildup on your desktop. Remove the Power Cord and Press and Hold the Power Button for 30 seconds. After 30 Seconds plug the Power Cord back in the hit the Power Button. If it boots then you had an Static Charge Buildup. If it does not boot and you say it happened after a power surge then either your Power Supply or Motherboard is possibly damaged. Do you hear fans, hear the disk drive running, see lights, hear the CD Rom click once and see the light on the CD Rom drive com on briefly after you hit the Power Button. If so it would seem that your power supply is ok.
There could be many problems with your laptopFirst, check if your laptop was plugged into a surge protector (ex. Power Strip). If it wasn't, a surge could destroy the charger, power supply, or even motherboard. Second, try a different charger. If it was the charger that broke, then try a different one. I have had this happen to many off my computers over the years. If it is fried, take it to Staples, or a local computer shop. I would always recommend plugging computers into surge protectors. If a blinking light comes on when charging, sometimes it indicates No Charge or the power cell inside the computer is not accepting a charge and will not function. You might replace the power battery if it has been in there for several years. They do tend to die after a while. As for the computer, it should operated without the battery. If it fails to boot when the power adapter is plugged in, then one of two issues are common. 1, the power adapter is faulty and needs replacement. 2. the computers CPU may be damaged by a power surge and that is bad news.

maybe your cable of charging is nit genuine,
if warning displays in your phone then there is the problem in cable
and if the error displays in computer then the problem should be in battery or main board
Some computers have a limited power capacity on the USB ports, another possibility is that your gps battery is too low to be charged via the USB connection, try charging it with a wall or car adapter first, then connect to your pc.
I'm assuming you're not using a hub but plugging directly into one of the USB ports on your laptop?
First, have you installed all current patches for your PC? I think this was a common error message that was hotfixed some time ago, so be sure your OS is up-to-date. If so, you could try to uninstall all USB ports in device manager, then restart. When your system is up, go to the first USB device and right-click, then turn off warning messages. This is just for the error message, you may have a problem with your Zen as well so try it on a different PC if possible but I'd do that when it's fully charged. You may need to do a hard reset (instructions in your manual) to get it to work but that may delete all of the Zen's contents, so that's a last resort.

you need to repalce the battery, it will only work on AC power only now
as the power surge damaged the battery, thank your lucky stars that the
surge didn't blow the whole laptop because 98% of the time it does!
Surge Protectors are devices that usually you plug your equipment to.. and it protects it from Voltage Spikes that would otherwise destroy the device without it.. saddly not all Surge Protectors are the sam.. some are completely useless..
If you are really serious about protecting your PC not just the hardware but also the data and your work.. might as well invest on a UPS(Uninterrupted Power Supply) unit.. it has everything a surge protector can offer and more..
