when I push the power button 0on my Acer 5520 it acts like it wants to come on but then the power light just starts blinking and nothing happens except a whiring sound.

Try this first :
check the memory (if you have 2 memory modules use only one at a time, the other one could be defective or check your memory with another laptop or use some known good memory etc.).
If the memory is ok then most probably the motherboard is defective . Expensive to fix or to replace it. Have it checked by a professional.
Do you have any warranty on your laptop? See your dealer or the manufacturer’s representative first.
You can find a better laptop (new) around 500$ as 2nd option.
