No that should not be refrigerant doing that. sounds like condensation. is the air on when this happens? you may have a clogged indoor air filter (on newer cars), which would overcool the air to a "wet" cold and could cause that fog/steam

Air conditioner blows cool not cold air

- Keep the knob on RECIR and not FRESH.
- Put the air con ON, blower on max speed.
- Open the hood, inspect the inspection window glass located on the liquid line.
- If foam like bubbles are seen, charge the refrigerant gas, till the glass window is seen clear. Never overcharge the system.
- If the problem persists, check the following:
Refrigerant volume
Refrigerant pressure
Heater control base (for Hatchback)
Heater control base (for Sedan)
Air conditioning pressure sensor
Compressor and pulley
Expansion valve -
Air conditioning amplifier
ECM
CAN communication
The following diagram may help you identify the components.

Turn off heater blows hot air

the windows are fogging up from the water vapour inside the car hitting the glass and freezing. All the heater is doing is making the water vapour evaporate into smaller particles and freezing quicker. The way to overcome this is to dehumidify the air in the car (take the water vapour out). To do this use the AC as this is what it is designed to do . run the heater at the same time and the glass will clear and stay clear. In most cars this is called climate controlled air conditioning.

plenum chamber blocked with leaves allowing water in to climate control intake see if the the cabin filter is wet under the plastic windscreen trim under bonnet rh has you look with bonnet open, or worse it could be a leaking heater matrix does the car loose coolant if so it could be the matrix

98 RAM 1500 WONT START

Replace the coolant sensor NOW!? Its causing a flooding condition as evidenced by wet plugs that short out when flooded. Blip the starter and see if raw fuel is blown out as another indication of a flooded condition. In cases of flooded engines, holding the gas pedal to the floor shuts off the injectors during starting to clear out the cylinders.

The brass replacement sensor will cure flooding and many other engine/transmission issues.

Dropping water

Are you loosing water from the inside of the radiator?...then it is a blown head gasket, or a cracked head/block. Is there steam coming out of the exhaust? Is the water dripping from the exhaust pipe and from the small factory hole in the muffler....then it is normal. Most likely, as every car with air conditioning, the evaporator core collects frost even in the summer and the A/C cycles to heat it, and melt it off. It is meant to drip through a small pipe, under the car, onto the ground. It is perfectly clear and clean water. It is normal functioning of the air conditioning. In the winter when the defrost is selected to clear the windshield, the automatic air conditioning produces cold dry air, which is then heated to clear the moisture. Frost collects on the evaporator core. The system cycles to heat it off from time to time and it will drip clear water in the winter when you didn't even know that the air conditioning was on. After all who needs air conditioning in the winter when you did not select it. The automatic system turned it on to dry the re-heated air to clear the moisture from inside the car.

Air con gas leaking & noises from under dash

Hi jrm the smoke under the wing is the fuel fired heater and is normal. the noise is the heater motors for the heater flaps, there is a jag fix but you have to replace all the motors just ignore it.  Try changeing the filter for the heater under the left side scuttle panel thats below the black plastic panel below the screen that will help the steaming up     D
