First you need to look if it has an imei number. this is located usualy on a sticker under your phone battery. then ring the phone company the phone is from and let them know you have bought it second hand, they should un block it.
otherwise find a local phone shop or phone stall on a market they should beable to unblock it, it usually costs around £10

How do you know your phone is blacklisted

Hi There.
After a Phone is blacklisted, it will no longer be able to connect to any network with any Sim card - That is the main giveaway.
Hope this helps!

I bought an iPhone 5s off of eBay. months later it stopped working. when I went to Verizon to see what the problem was they said the phone was reported lost/stolen and the imei is blacklisted. options

Contact the seller on eBay. If unable to get satisfaction, contact eBay customer service; PayPal or your credit card company - depending on how you paid for the phone.

Blacklisted huawei p6

a blacklisted phone is a stolen phone, and the owner reports it to the service provider to block it after confirming the requesting client is the owner they verify and block so it may work in onother country other than where it was stolen from, but its against the law to aid things of that sort, but if you change the imei #,serial # it can work in your country

I bought a BLACKBERRY 6230 off ebay and put my sims card in but it dont read it or maybe im doing something wrong, HELP

It could be that the phone is locked to a particular network and needs unlocked to use it on your own network.

If the phone is unlocked or is on the right network it could be that the phone has been blacklisted for some reason.

First I would try a few different SIM cards to see if it is your SIM card or the handset.

If it is the handset then contact the eBay seller for replacement or refund.

I recommend you contact your service provider.

Blacklisted or Barred Handsets

What is it all about???
A phone may be blacklisted (or barred) for many different reasons, but the most common reason is that it has been reported either lost or stolen! It is only the networks (Orange, T-Mobile, O2, Vodafone etc) that have the facility to blacklist a handset.

If you are unfortunate enough to either lose or even worse have your phone stolen you should report it to your service provider (your network) immediately!
Your service provider can then blacklist the handset so that it can no longer be used to make or receive any calls. The networks do this by adding your phones serial number onto a national blacklist database (Central Equipment Identity Register). Effectively the handset becomes absolutely useless and the thief is in possession of a pretty paper weight! :-))

So How Does Blacklisting Work?
Every mobile phone has a unique serial number. This serial number is called the IMEI number (International Mobile Equipment Identity). It can normally be found underneath the phones battery and it is 15 digits long.

Now each time you switch your phone on or attempt to make a call the network systems check the IMEI number of the handset you are using. At this point the IMEI number of your handset is cross referenced with the Central Equipment Identity Register. If the IMEI number of your handset is on the CEIR then the network will either:

1) Refuse to send a signal to your phone (No signal strength at all)

2) OR WILL supply a signal but will not allow any outgoing or
incoming calls.

If your IMEI number is on the CEIR your handset is blacklisted and therefore useless.
