Question about HP DeskJet 960c InkJet Printer
First make sure there is no blue tape over the print head (the coppery brown strip is the electronics - don't pull this part off). If this wasn't the problem then the electronics on your cartridge are not functioning properly. There is no way to fix the electronics and you should get your money back from Walgreens. I own a Cartridge World store and we always make sure the electronics are functioning before we sell a cartridge. The HP 78s are very sensitive and sometimes do not work even after all our efforts.
