Problem for Hoover F7220900 SteamVac V2 Upright Vacuum
No water/cleaning solution comes out on wash cycle

When I pull the trigger on the wash cycle, no water/cleaning solution comes out. However, the water comes out fine when it is in the rinse position. We cannot find any clogs. When I go to refill the clean water tank, it bubbles up as though there is soap in it, even though there are two separate compartments for clean water and soap.
