The tension spring connects behind the deck on the mower frame it will have a notch that the spring will connect to. You should be able to see where the paint may be missing or scratched from where the spring was previously
There is a spring attached to a tensioner that probably came unhooked while changing the belt. Higher deck settings push the deck backwards enough to spin the blades, the lower setting need the spring tensioner to take up the slack in the belt.
Check for broken springs ontop of the mower deck these tensioner springs break after a while sometime you can use pliers to uncoil the spring a little and re-attach and use it untill you can get a replacement spring.
I have a YTH 150 with a similar problem. The mower has an electrically powered clutch which is activated when you engage the blade button. If the drive belt has no tension on it, engaging the clutch doesn't do anything because the drive wheel will just spin but the blades won't. Look for broken tension springs on the mower deck and replace.
Judging by the diagram the spring mounts under the armbrake, the Bolt (#52) goes through the circular spring. One end of the spring goes into one of the holes near the bolt on the armbrake and the other ( after providing tension by turning the spring ) must attach to a non moving part on the deck to be able to provide the required tension Look for a small turned up piece of metal with a notch in it on the housing.
Hope this helps
Each of the pulleys on top of the deck should have tensioners. These tensioners are usually the type which have a bolt for you to tighten while attached to the pulley. While you tighten the bolt, the pulley puts tension on the belt.
check for a broken belt tension er or maybe grass clippings under belt area, check for a broken or loose pulley bearing, even a bent shaft on the deck.
