Only the service providers can. For each call, Providers know the handset IMEI. Here is the process of reporting lost phone.
"When mobile equipment is stolen or lost the owner will typically contact their local operator with a request that it should be blocked. If the local operator possesses an Equipment Identity Register (EIR), it then will put the device IMEI into it, and can optionally communicate this to the Central Equipment Identity Register (CEIR) which blacklists the device in all other operator switches that use the CEIR. With this blacklisting in place the device becomes unusable on any operator that uses the CEIR, making theft of mobile equipment a useless business proposition."

we found a site that offers a kind of lost and found service for the i-phone - its called http://someonestolemyiphone.com you can take a look or email the webguys - you post them the imei, they post it as lost - then if it turns up they email you who and where etc.

If your mobile phone is stolen, call or go to the nearest service center of your mobile network, and give that IMEI number to staff and ask them to block that number for a period of time, so no one can use your mobile phone for any illegal purpose.
Store your 15-Digit IMEI Number in a safe place, so you could find it if your phone is stolen.
If you are South African, you are required by law to report the theft to your Service Provider (Mobile Network) and to the Police (either SAPS or your local Metro Police). It will be blacklisted across ALL networks so that it can't be used for criminal activities. If it is recovered, it is possible to de-blacklist it providing you have proof of ownership.
