I also have a RCA Model F27442 Chassis-CTC203AD5 with this same problem. In my case I have no cathode voltage. I have tried resoldering several locations but no help. I have a scope and electronics background. I would welcome any ideas and a schematic and component layout.

Real common problem with RCA, bad connections in tuner/ if module, Solder tuner and if module and leave shield off tuner and solder main grounds around tuner.
you have the problem in the heater try to resolder the parts in the crt socket the one that is connected in your picture tube if nothing happens check the resistor if open replace it common value is 5.6ohms.
Coil L14401 is not making a good ground. Remove him carefully, scrape the ends clean and the board where he was removed. Now reinsert and resolder this little guy,and Bingo you have your TV back. This is a common problem with your TV! Thanks for asking!
Coil L14401 needs removed and the ends scraped clean. Clean the board where the coil was removed and reinsert this coil and resolder. Your TV will be back as as good as new! This coil is located near the Horizontal Output transistor!
yes!!!! very common problem. soldering the vertical section and the grounds around the tuner section will fix it. guaranteed fix. for a quick fix, take off back and while tv is on, take the plastic side of screwdriver and tap tap tap the tuner section. see i told you that would fix it.
Although your picture is perfect, I would think the fine tuning is slightly off. This can also be to do with the cable box frequency setting. Call out the cable people & get them to check the box & the setting up to the TV.
Go to the RCA website and select televisions. Under 'Support' select 'Product Downloads', and follow screen instructions. I just did it for my model F27442, and it's free. So don't fall for those websites who want to charge you for a manual, all they're giving you is exactly is what most manufactures websites are offering for free.
