there is a panel in front of the gear that completes the curve of the blade path that you can remove with a single bolt on the outside of the mower between the wheel and the deck

I am not sure what the problem is but may be. A couple of things I would do is check and make sure that every thing with the self propel is as it should be like springs not broken or bad connectors. Also I would make sure that all bolts are tight that holds the self propel unit. The first thing I would check is see if all the wheels are at the same height.
If this doesn't help I would go to the Troybuilt web site and see if they have tech support, or see if they have a phone number under contact and call them and talk to some one there.

Get a replacement cable, part number should be in your user manual...when you get the cable it should have directions on how to replace.
