This is kind of like when a car company says you get 34 MPG when you only get like 28. This is because they are running the computer at the most optimized settings.
Mind you this doesn't mean the computer is functional, just running....
Each running process shown when you press Ctrl+alt+del is consuming power because that process occupies memory and power is consumed to keep that process there
So manufactures kill nearly everything but the bare minimum to keep windows running, and probably shutoff the LCD entirely. Leave the computer by itself and time it until it dies. They can then claim the computer runs for 8 hours. When in fact in a useable state probably runs for 4 or 5 hours maybe
