What OS is installed?
A lot of Windows machines will let you into the boot menu by tapping F12 continuously when you restart the unit.
Tapping F8 accomplishes the same thing on some machines.
Check this thread as well, it may assist:

Your description of the problem isn't very specific- ie: Do you get a specific error message when booting the machine?

best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

I need to know how much ram my motherboard will be able to run without burning up? I have an Emachines t1090 w/ Windows XP, 900MHz Intel Celeron Processor, 128MB SDRAM, CD-ROM 48x Max. CD-Drive, 20GB Hard...

The max for your system is 512MB. You have two memory slots and one has a 128MB chip so if you want 512MB, you need two 256MB chips and throw away the 128MB.
At Newegg, a 256MB chip is $42+ shipping of $1. I'd consider getting a new computer instead.
I don't think memory upgrade will tax your system cooling.

Hi there
Your t1090 will only accept a maximum chip size of 256Mb and so it will not accept the added the 512mb chip as it cannot handle it. 512 is the maximum size of RAM for this machine but unfortunately you cant put it in in one go

Iam looking at a t1090 just wonder about the age.

Well I found a review from 2001 and also this page does have an informative line graph indicating the age and value of this particular PC. I think I would put it in the "borderline antique" category. It may do basic email and old spreadsheets okay though.

Bios

You must enter the bias menu, every PC has a hot key that you press repeatedly just after you start and before the operating system starts up, call or consult the manufacturer for the hot key location, mine is F2, after you get into the menu for changing the bios just follow the on screen menu information..
