Windows 7 sales (except Pro) stopped almost two years ago. You may be able to find discs on the second hand market but not from Microsoft or a registered dealer. You can still get Win 7 Pro.

Support lifecycle

Microsoft ended the sale of new retail copies of Windows 7 in October 2014, and the sale of new OEM licenses for Windows 7 Home Basic, Home Premium, and Ultimate ended on October 31, 2014. Professional currently remains available to OEMs, primarily as part of downgrade rights for Windows 8 licenses. OEM sales of PCs with Windows 7 Professional preinstalled will end on October 31, 2016.[96] The sale of non-Professional OEM licences was stopped on October 31, 2014.[97]Mainstream support for 7 ended on January 13, 2015. Extended support will end on January 14, 2020

When you do an install of Windows XP to 8 the system restarts automatically to run some of the programs in resident memory. I would suggest that you try a new install of your OS, If you are running a clocked CPU you should unclock it to remove that from the list of possible causes. The problem may also be a symptom of some upgrades to Windows not having been installed. The most common faults with this type of symptom is the lack of the Dot.Net upgrades from Microsoft the minimum needed is version 2 but the version level is currently at Version4. If you are still having the Kernel power problems you mat have a failed motherboard or more likely a dodgy psu. When you spend that sort of money on a MOBO and CPU/Graphics package you need to get a good (named ) PSU preferably at least a "Bronze" certified item.

Plustek Optipro 9636T - working under Windows 7.

If you scanner only has Win XP drivers, then you have only two choices as those drivers wont work on WIN 7. One is to buy a new scanner, as you have already suggested. The other is to create a virtual machine, load WIN XP onto it, and then install the scanner drivers on the virtual machine. This should work fine as I do it for a piece of software that only works on WIN XP, however it is a bit of a inconvenience to use.

If so then the problem might be with your motherboard or the hardware because hardware conflicts cause the computer to crash.

I have installed windos 7 but this doesn't support audio device,vga devies

Try the link provided below for windows 7 drivers. Some manufacture are playing catch up with windows 7. First check the motherboards manufactures site for possible drivers for Win 7. If they haven't Win 7 drivers for you're devices than try the link below;

Windows 7 beta came out back in October. It may take motherboard manufactors time to catch up and some older board may not have support for Win 7.

Good luck!

Motherboard Driver

"Many BIOSTAR motherboards may have passed certain Windows 7 tests but that does not mean that Windows 7 drivers are available from BIOSTAR."

Do this after the windows 7 installation is completed, go to start, programs, windows update and complete all the updates, If this doesn`t helf keep updating as they are available.
Windows 7 is fairly new and some drivers are not yet available. In time, just hang in there.
Hope this helps.
