The battery on the motherboard the only case that it is used is when you unplug the cable from the socket. In that case when you will plug the cable again and turn on the pc it will ask to press F1 to load fail saif defaults. If your pc does this then you have to change the mobos battery whitch you can find normally from the middle and down right of the mobo and it is round, silver and it has a + on the surface and its code. you have to push the metal that holds the battery and it will be released.

evolve battery of bios then wait for 25 minutes then connect all of cables and try turning on your PC:
1- with battery of bios
2- without battery of bios
it should work.
(this works cause the motherboard reset it's bios and start correctly again).

My laptop wont turn on, I have a blue power light

If you don't see any picture on monitor and you tried to turn it on only on battery, or without battery. Then probably your motherboard is dead and you need to replace it.

Possible blown motherboard

you need a fully working battery as while you plug power adapter power light does not come on nor does the laptop itself turn on please check the power supply and its cord . If you have have not grounded the power supply third terminal this is possible that power is coming from body of your laptop. But check DC voltage output of power adapter. It should be approximately18 to 20 volts

It sounds like your CMOS Battery is dead. As soon as you power down, your cmos loses it's information, however, keeping the battery in the motherboard completes the circuit and prevents it from restarting. Your best bet is to look what kind of battery your CMOS runs off of, this is common amongst almost all motherboards, albeit I can't remember which one it is off the top of my head. Anyway, Buy a new battery and replace old CMOS battery with new one. This should resolve your problem. If you still have problems after this, your motherboard might be damaged and you should look into getting it repaired or replaced. I hope this helps.
