Question about Toshiba 23HLV87 23 in. LCD Television
This unit used two rubber rollers to move the cd in or out, the humming is the motor turning in an attempt to eject the cd. The rubber rollers cannot grab the cd. One reason would be that the rubber rollers have got a very small amount of oil on them making them slick so the cd cannot eject. This can be caused by a thick finger print or the like.
Cleaning the rollers with alcohol will usually fix the problem, but you need to dis-assemble the cd unit to get to the rollers. A repair shop can fix this and it would not be an expensive repair, usually the minimum charge the shop offers.

Power off the TV and then then power it back on again. As soon as you do this press the eject button and the DVD sould be ejected.
If there is a small pinhole on the face of the DVD player then you can carefully insert a paperclip in it to emergency eject the DVD.

A small belt that connects the motor and the DVD tray is worn out or lost its elasticity, ask your nearest authorized service provider to visit and replace it.
