Try reinstalling the operating system. If you need to back up important file yon can take out you HDD and hook it up to another pc as an exteral and back up the files you need.

Unfortunately, I've seen this caused by both hardware problems (something on the system board) as well as software corruption in Windows.
Try pressing the F8 key when you see the Gateway logo screen (press it three or four times). This should, if Windows is healthy enough, get you to a startup menu screen. Pick the option of starting the last known good configuration and see if that lets Windows start.
You can also try using the Windows Recovery Console if you have access to a Windows XP system disc. (Your computer may have come with one, or maybe you can borrow one.) Boot from the CD. After Windows goes through its file copying and setup stuff, you will see an option of pressing 'R' to run the recovery console. Start the recovery console and enter the CHKDSK command. This may take a while to run, but it often corrects the problems that are keeping Windows from starting. After the command is done, enter EXIT to leave the recovery console and restart Windows.
You might also consider backing up (copying) the contents of your hard drive (My Documents folder and other program data) onto CD or DVD, and then reinstall the original factory software. This can be done by removing the drive from your laptop and connecting it to another computer with the appropriate adapter cable. A computer service shop could do this for you if you don't have the necessary adapter for a laptop drive.
A service shop could also diagnose the computer if it looks like a hardware problem is the cause, and give an estimate for the repair.

When XP gets into the rebooting mode, you will have to run a chkdsk or do an XP repair. You will not lose your data. But you do need your recovery cd or a WinXP cd.
Take the Windows XP disk. Boot from it, then DO NOT select F2 (automated system recovery) but continue through the procedure until you get to the point where you can choose between installing Windows XP and entering the Recovery Console. Once you get into the Recovery Console, do chkdsk and fix potential errors on your disks! Type chkdsk C: /R at the prompt in the recovery console.
When you boot with the Win XP install CD-ROM, it loads a minimal operating system, similar to DOS, but compatible with Win XP. At the first screen you select install Win XP (not Recovery Console) and at the next screen it will find that you already have Win XP and offer to attempt a repair. This repair should not touch your Applications or data; it just reinstalls the Windows files. This is great because when it works you don't need to reinstall all your software.
Lastly, your drive can be taken out of the unit and set into an enclosure or adapter. The data can be saved, the your hard drive can be formatted and programs and data reinstalled.

tap f8 as the PC starts up and try the option "Last Known good configuration", if that doesn't work, try to enter safe mode using same procedure and try the system restore program when it prompts you,
