If the food is not being heated it means the magnetron is not working. The magnetron is the device which generates microwaves which heat the food. It could be the magnetron itself which is faulty or it could be one or 2 other components causing the magnetron not to work. You will have to take your microwave oven to a service center to determine the exact cause & get a repair quotation.

All microwave ovens are not designed the same and have different features, the owner's manual is still your best bet in determining how to operate your oven. In addition, you did not include a MODEL NUMBER. All GE microwave are not the same and have different features based on model number.
Have you tried managemylife.com or geappliances.com? Both websites offer an extensive list of owner's and installation manuals. Use your model number for your search criteria.

There is a Child Safety lock-out feature on some microwave ovens. This enables the user to lock the keypad to prevent children from playing with the control panel. The model number you have this question posted under has this feature enabled/disabled by pressing and holding the "CLEAR/OFF" button for 3 seconds. However, the display reads "LOC" when the feature is activated. I suspect your model number is different because of the display indication you are receiving. Review your owner/operator manual for how to disable the child lock feature. It sounds like the unit is in demo mode, they usually have a small d on the screen, try holding the "kitchen timer" pad down for 5 seconds, it should then work, if that doesnt apply to your model look in the trouble shooting guide of your owners manual, it will explain how to deactivate "demo" mode there...Phil
