Welcome to Fixya
The BlackBerry must be unlocked from it's original carrier:
2) If the prior carrier had created a BIS account and associated the BB PIN with that account, that must be released before any other carrier can create a BIS account for the PIN. Most times, your new carrier can only tell you that they can't create the account. The old carrier must release it, and they may or may not do so on your say-so...there are many issues with theft and such, and they simply want to be sure that their releasing it is truly the desire of their customer (which is not you). Only once it is released from the prior carrier will you be able to get a BIS account created with your new carrier.
3) You must have the proper account with your new carrier -- The Blackberry Data Plan is often what it is called...a generic data plan does not give you access to email, browser, etc...those are part of The Blackberry Data Plan.
If the seller is telling you that it was never on a carrier, then you must go back to your carrier and very nicely convince them to dig a little deeper and see what needs to be done.
Good luck and let us know.
Have a Nice Day!

Have you registered with your network provider for BB service.? if you have log into your BB service online (not on your handset) and resend service books this should help fix the problem.

A 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
