To reset the BIOS back to the default settings.
It maybe possible to go into the BIOS and there maybe a setting to select to restore the default settings.
The other way is to remove the BIOS battery and the main battery, wait for 30+secs then insert the batteries and power up, then go into the BIOS setting and configure the Date and Time settings.

Reset cf-30 bios

To reset the bios password, simply disconnected the cmos battery and connect it into the little socket written CN26 not far away from it for a good 5 min. Plug your battery back where it was previously and voila....

Clear / reset BIOS password on a Panasonic Toughbook CF-53

You can usually reset the BIOS password by unplugging the CMOS battery and all other power sources.
Then turn the computer on with power plugged in (not the CMOS battery though).
After computer has booted up, turn off again, plug CMOS battery back in and password should have reset.

Tutorial on how to do this can be found under soloution 2 of this link:

Need to reset the password

Make A boot disk from a working Windows 98 machine. After you make the boot disk, copy the MS 'debug' to the floppy.
Boot the laptop from the floppy.(this might not be possible due to a setting in the BIOS.)

Search online for MS Debug +clear CMOS
Run the Debug program and type in the commands exactly as written.

reboot, and you should be able to go into the BIOS by holding F2.

That's it.

If you can't boot from the floppy, remove the hard drive. the computer should boot from the floppy, no matter what the BIOS setting is.

Panasonic c-29 toughbook BIOS Password breaking

you have to remove or unplug the cmos battery which is attached to the motherboard inside the laptop, doing this will clear all passwords. If the password clears replace the battery.
Here is some more usefull info if you want to this yourself>
The guts of the machine are usually under the keyboard. If you are okaywith opening up the laptop, you'll need to remove a few screws, thebattery and the hard drive, then carefully pry up the keyboard to gainaccess to the items that the manufacturers say you shouldn't tamperwith. If its just a matter of getting into the bios and theres apassword, you can usually simply remove the battery and leave itwithout power for at least 24hours, then it should reset....doesn'talways work but since most laptops actually do not have a standard cmosbattery, this would be one way to go about it. Of course you could justtry to figure out what the password is, someone has to have put it inthere so they should know what it is, or you could go to http://tcc.toughbook.com/ and get the bios update, which will reset it completely.
